    State environmental regulators will redo the year-long process of rulemaking and adopting landmark climate change regulations that were enacted three years ago.

    The decision to do it all over again was announced Monday by the Oregon Department of Environmental Quality, a month after the state’s second highest court ruled in favor of natural gas utilities seeking to invalidate the Climate Protection Program. . . For full article click HERE.

    The Portland City Council on Wednesday approved a slate of new policies intended to lower the cost of building new homes, including an expansion of tax breaks for new apartment buildings subject to the city’s inclusionary zoning mandate.

    The inclusionary zoning policy requires large new apartment buildings to include affordable units. The tax breaks are intended to offset the losses from reduced rents in the affordable units, which officials expect could help more units get built. . . Click HERE to read the full article

    House and Senate leaders moved expeditiously to move a continuing budget resolution (CR) through Congress that keeps the government open through the end of winter as contentious political issues continue to be hashed out between House Republican leaders and the conservative Freedom Caucus.

    The agreement is identical to the two-tiered CR that kept the U.S. government open through the new year. Under the new agreement signed by President Biden last week, the Departments of Agriculture, Energy, Transportation, and Veterans Affairs will be funded until March 1, and remaining agencies will be funded until March 8. An agreement to fund the government through the fiscal year ending Sept. 30 could not be reached as Freedom Caucus leadership would not support it without substantial budget cuts and immigration reforms that would not pass the Senate. . .
